Rules & Regulations
You must be able to understand and speak (type) English since we are a North America based server.

Rules are subject to change, be added to, or removed from.

1. Going Out of Character (OOC)

RP before OOC! Players should not go OOC. If you have an issue with how RP is going, the best way to get a staff member is to create a ticket in the discord. If a staff member is available in-game, doing /report can get you assistance as well. Doing /report does not guarantee that you will get a staff member right then. Going OOC during RP scenes can result in disciplinary action.

2. Deathmatching

Killing another player for little or no engaged roleplay is strictly forbidden. Deliberately attempting to start a fight with little to no reason is also not allowed. There will be absolutely no RDM or VDM, if a traffic accident has occurred while a player was hit by a car it needs to be roleplayed out with EMS and Police.

3. Downed & New Life Rule

Phase 1
: (Fetal‌ ‌position‌ ‌/‌ ‌On‌ ‌your‌ ‌side)‌ ‌When‌ ‌in‌ ‌this‌ ‌phase‌ ‌you‌ ‌are‌ ‌considered‌ ‌‌knocked‌ ‌out/down‌,‌ ‌which‌ ‌means‌ ‌you're‌ ‌able‌ ‌to‌ ‌still‌ ‌speak‌ ‌and‌ ‌remember‌ ‌the‌ ‌general‌ ‌interaction‌ ‌that‌ ‌leads‌ ‌to‌ ‌you‌ ‌ending‌ ‌up‌ ‌on‌ ‌the‌ ‌ground.‌ ‌You‌ ‌still‌ ‌are‌ ‌required‌ ‌to‌ ‌act‌ ‌hurt‌ ‌as‌ ‌you‌ ‌have‌ ‌been‌ ‌injured.‌

* Only exception is being injured to the point where you would normally be "dead". ie. GSW to the head, falling from extreme heights, etc. you will be placed in phase 1, but should RP as if you are in Phase 2. NO verbal communication should be done, NO radio communication should be done. If EMS arrives on scene /me should be utilized to relay what your injuries are so they know how to conduct the scene. If EMS is unavailable for you to be transported another civilian/officer should transport you to the hospital for the subject to RP out their injuries and treatment. ‌‌ ‌

Phase‌ ‌2‌:‌ ‌(On‌ ‌your‌ ‌back‌ ‌/‌ ‌Fully‌ ‌bled‌ ‌out)‌ ‌When‌ ‌in‌ ‌this‌ ‌phase‌ ‌you‌ ‌are‌ ‌considered‌ ‌‌dead‌ ‌and‌ ‌are‌ ‌required‌ ‌to‌ ‌roleplay‌ ‌it‌ ‌as‌ ‌such.‌ ‌This‌ ‌means‌ ‌‌NO‌‌ ‌speaking‌ ‌or‌ ‌interacting‌ ‌with‌ ‌those‌ ‌around‌ ‌you.‌ ‌You‌ ‌are‌ ‌‌DEAD,‌ ‌‌no‌ ‌talking‌ ‌while‌ ‌‌DEAD‌.‌ ‌You‌ ‌will‌ ‌forget‌ ‌everything‌ ‌that‌ ‌happened‌ ‌within‌ ‌the‌ ‌past‌ ‌20‌ ‌minutes‌ ‌(i.e.‌ ‌how‌ ‌you‌ ‌died,‌ ‌who‌ ‌killed‌ ‌you,‌ ‌who‌ ‌you‌ ‌were‌ ‌with,‌ ‌and‌ any‌ general‌ ‌information‌ ‌that‌ ‌you‌ ‌learned,‌ ‌etc.).‌ ‌Once‌ ‌a‌ ‌friend‌ ‌or‌ ‌EMS‌ ‌brings‌ ‌you‌ ‌back‌ ‌to‌ ‌the‌ ‌hospital‌ ‌in‌ ‌this‌ ‌phase‌ ‌(or‌ ‌you‌ ‌respawn)‌ ‌you‌ ‌are‌ ‌required‌ ‌to‌ ‌do‌ ‌as‌ ‌such.‌ ‌FORGET‌ ‌EVERYTHING!‌ ‌‌‌Breaking this rule will result in disciplinary action. ‌

If you are downed and removed from the scene by EMS/Fire, Police or taken to the hospital by another subject you are not allowed to return to the scene until the situation/scene is complete. If you are taken to the hospital and are unable to check-in you are still required to RP out the hospital admittance, (go lay in a hospital bed, we all know how long it really takes once you get into the hospital before you leave).

4. Power-Gaming

Powergaming is the act of using an in-game mechanic, any external information, or a roleplay concept to favor your own character or story, and give yourself an unfair or unrealistic advantage. (No running to teleportation markers to escape, such as running into your apartment or anywhere that is not accessible by others. This includes an example of doing a robbery, getting in a chase and running to a garage, and putting your vehicle away, if you are still in your original vehicle then there should be a 10 minute wait period to garage that vehicle.)

5. Metagaming

The act of using out-of-character/external information for in-game situations. This includes stream sniping, 3rd party VOIP applications (discord calls, TS for non-LEO), etc. Any information used from watching streams, typing/reading chat, etc. will be met with disciplinary action up to and including a ban from the server.

6. Offensive RP/Suicide RP/Combat Logging

Roleplaying any type of sexual assault such as any non-consensual touching, rape, etc. is not allowed and will result in an immediate ban. This type of behavior is unacceptable and a ban appeal will not be allowed. Suicide RP will not be accepted or tolerated. Logging off or forcibly re-spawning to avoid situations is not allowed. IF you have to log off but are in the middle of an RP situation, you will need acknowledgment from all parties involved. This includes police chases and/or medical scenes. If you know you do not have the time to complete a scenario, do not start it. If all parties involved do not agree that the scene should be ended and you log out it will be considered combat logging and be dealt with accordingly. Once you commit a crime you must wait ten minutes before logging out of the server.

7. Respect for the community

You should be respectful to other players and administrators. You should always keep in mind that whatever you do in-game, it should not infringe on others' capacity to enjoy the game. This means not sending angry or offensive OOC messages because of something that happened in the game. Do not argue with an administrator because you disagree with a ruling, fill out a ticket to deal with the issue privately. NO TROLLING players, members, police, admin, etc.

8. Administrator Instructions/Rulings

Administrator instructions or rulings are final and non-negotiable. If an administrator's ruling seems to have been made in error the dispute should be handled outside the game via discord by creating a ticket.

9. Game Modifications

You are not permitted to use a modification that grants you an advantage on the server. DO NOT install game mods that alter vehicle handling, performance, or that can gain you any type of advantage over others. Cheats, mods, plugins, scripts, cross-hairs, or any third-party additions will get you banned if you are caught cheating.

10. Zero-Tolerance Rule

TARP has a ZERO tolerance for sexual misconduct of any nature. Rape scenes of any nature are PROHIBITED, even with consent from other players. Sexual harassment of any degree at any time will be handled accordingly. Zero warnings will be given for violating this rule!

Roleplaying sexual assault (such as non-consensual touching, rape, etc.) is not allowed and will result in an immediate ban. This also applies verbally, do not joke or mock sexual harassment/assault. We do not tolerate this behavior and a ban appeal will not be allowed.

Racial Slurs, Sexual Harassment, Derogatory Statements, Sexist comments, Transphobic/Homophobic terms towards others are NOT allowed. We do not take these situations lightly.

11. Exploiting Bugs

At no time are you allowed to exploit bugs in-game for personal gain. You are required to report a bug if you find one.

12. Interactions between your characters

Your personal characters cannot know each other from an in-character perspective. You are also not allowed to interact between the two characters ie. transferring money or any other assets between your characters or using a third-party "friend" to transfer items between your characters. If this is discovered those items will be deleted from your inventory and you will be banned immediately.

Robbing Players

When‌ ‌robbing‌ another player,‌ ‌you‌ ‌are‌ ‌only‌ ‌able‌ ‌to‌ ‌take‌ ‌what‌ ‌they‌ ‌currently‌ ‌have‌ ‌in‌ ‌their‌ ‌inventory.‌ ‌This‌ ‌means‌ ‌that‌ ‌you‌ ‌cannot‌ ‌request‌ ‌bank‌ ‌transfers‌ ‌or‌ ‌force‌ ‌them‌ ‌to‌ ‌sell‌ ‌their‌ ‌car(s)‌,‌ ‌nor‌ ‌are‌ ‌you‌ ‌allowed‌ ‌to‌ ‌take‌ ‌items‌ ‌from‌ ‌someone‌ ‌else's‌ ‌apartment.‌ In the instance that you are robbing/trying to kidnap a player, you cannot kill that player unless they outright refuse to comply, provide resistance, or provoke you to inflict harm.

14. Circumventing a Ban

While you are banned from the server, TeamSpeak, and/or Discord you are not allowed to register another account or use an alternate account until the ban period has expired. Otherwise, your other account may also be banned and your original ban extended. Dispute bans in the discord by creating a ticket.

15. Healing in a situation

All citizens are not allowed to use any healing items/add armor during a situation where their life is in immediate danger. An example is during a gunfight, that is considered unrealistic roleplay.

16. Exploiting Scripts/GTA V Mechanics

Knowingly exploiting the script and/or the GTA V engine in order to gain an advantage is not allowed. This includes abusing the physics of GTA V in order to do unrealistic things such as ramping cars off cliffs and continuing to flee.

17. Failure to Roleplay/Unrealistic RP

Failing to roleplay is strictly forbidden. Tarp is a more realistic roleplay server, you are expected to be roleplaying at all times. If a situation presents itself where rules are broken, roleplay first, report later. Abusing in-game physics or mechanics to gain an edge over another player will result in punishment. You are expected to use script features to assist in roleplay. DO NOT continuously type in OOC chat while another player is trying to roleplay with you.

18. Lying to a staff member

Do not lie to a staff member about anything related to TARP RP. This includes in-game matters, discord, TeamSpeak, or any other entity relating to or belonging to TARP RP. Do not lie in a report or ticket regarding anything, attempting to mislead a staff member by creating a fallacy simply to gain an advantage or abuse OOC mediums such as vehicle teleports or asset refunds, or falsify videos, screenshots, recording, or other pieces of evidence in refund requests, player complaints, staff complaints, or any other OOC reporting method.

19. AFK/Money Farming

Do not go AFK on the server for any longer than 15 minutes, log out and return when you are ready to play. If you are observed AFK for longer than 15 minutes you will be kicked from the server at that time and can relog when you are ready to do so.

20. Safe Zones

Safe Zones must be crime-free. It is FailRP to run away from a crime and enter a safe zone. If the RP begins outside of the safe zone and is brought into the safe zone you may continue the criminal RP, however, it must be realistic.

Safe Zones:
*Spawn Locations/Vehicle Garages
*Police Stations
*EMS/FIRE Stations/Hospitals
*Outside of Prison, NO camping outside the prison waiting for someone to get out to get them back. Find them on the streets!

21. Impersonating Emergency Personnel/Federally Protected Vehicles/Personnel

The following are prohibited actions:
-Impersonating emergency personnel (Police, Fire, DOT, Communications)
-Stealing of Police/EMS/Fire/DOT vehicles
-Stealing from EMS/Fire vehicles
-Kidnapping, Killing, Robbing, or holding hostage EMS/Fire or Communication employees

22. Robbery Rules

Robbers can not take a friend(s) hostage, one of the robbers cannot pose as a hostage or have a fake hostage. The Robbers must go out and find a random person and take them hostage, for these scenarios. The hostage must be on the scene with the robbers. If a ransom is being requested in exchange for the hostage, the hostage MUST be exchanged for the money.

**2 hostage limit on all scenes**

Robbers- your scene must be set up before starting the robbery. You can not start the robbery and then add people to it or show up later with the hostage. You MUST have a backpack/or bag on your person while conducting the robbery, this "shows" in RP where you are putting the items you are stealing. Also as a "robber", this is where you will be "storing" your AR-type rifles.

Everyone will set their voice to shout while discussing the negotiations. (Cops and Robbers)

Taking the hostage with you after the crime is committed is not allowed, a hostage will not be allowed to leave the scene of a robbery. Law Enforcement will take action to prevent the hostage from being taken from the scene.

Robbers can ask for up to 3 different demands during negotiations (cops not pursuing and taking the hostage from the scene is not an option), Officers will choose 2 of the 3 demands to comply with.

No more than 4 robbers on the scene of a robbery. Law enforcement will begin conducting the +2 Rule. 4 robbers=6 officers, if Air 1 is utilized that will be considered 1 officer which will result in 5 officers on the scene in patrol vehicles.

*Only exception is the Pacific Standard Bank Heist or Gang War. In these instances, you will be allowed a max of 6 with cops remaining at +2 with 8.

23. Cop Baiting

No cop baiting. Do not purposefully try and get police attention on you by doing things you would not do with an Officer near you. This includes burning out in the middle of intersections, purposefully revving your motor at lights to bait a pullover/chase, purposely committing traffic violations in the vicinity of police.

24. EMS Authority over Respawn/EMS Custody

When EMS is on duty, do not respawn without permission. When you are revived, you are in medical custody until the medic clears you. You cannot immediately run after someone for revenge, you are injured ie. if you are stabbed multiple times in the legs and you just got patched up, there is no way you can run normally right then. Again it must be RP'd.

25. Cop Minimum for Kidnapping

If you plan to kidnap a civilian, there must be at least 4 officers on-duty. There needs to be a minimum of 7 officers on duty for an Officer to be taken hostage/kidnapped.

26. Police Mistreatment and Appeal

If you feel you have been mistreated in a police situation, do not police the police. Use the proper channels (ie. speak to a supervisor, fill out a complaint form for that specific agency). Do not contact an admin unless the officer is clearly breaking a server rule. Take abuse of power as in character and report it as you see fit.


RDM (Random Deathmatch): killing/attempting to kill without intent and roleplay. VDM (Vehicle deathmatch): using a vehicle to kill/attempt to kill without intent or roleplay. KEEP IN MIND THAT WE ARE A ROLEPLAY SERVER. Deadly action needs to be roleplayed. Killing on sight is not allowed as it could be seen as a form of RDM.

28. Fear RP

For example, if you are alone in an alleyway and 4 gang members hold you at gunpoint and you cannot escape without dying, you must follow FearRP. The average person would follow their demands as they are helpless in a situation of such, you wouldn't just walk away.
-If you are already in your car and someone pulls a gun on you, it is acceptable to speed away. At this time you are taking a chance on being shot/shot at.
-If the cop/suspect informs you to not touch the radio/phone this includes hitting your panic button you should comply or die.

29. Perma-Death

The administration team may choose to give your character a Death Penalty if you are considered a repeat offender of deadly crimes.
A player may decide to perm-death one of their characters. No player will be forced to perm-death a character, except as described above.
1. If a player decides to do a perm-death, they must be declared dead by any on-duty EMS, use the "/me" command to inform the EMS of your intentions when they arrive on the scene.

30. Vigilante/Superhero/Sniping RP

Vigilante/Superhero RP is not allowed. You are not Spider-Man, John Wick, Jason Bourne, Daredevil, etc. Your character is a human and should be RP'd as such. There are no Chris Kyles in the city.

31. Server Restart

A mandatory minimum of 10 Minutes is required to pass after server restart before any crimes should be committed.
This will allow all individuals time to adapt after a server restart and get prepared for any and all crime or interactions taking place within the city. All Crimes should cease 10 Minutes prior to server reset as well, this will help with getting all of our scenes wrapped up. All bank robberies must begin at least 1 hour prior to server reset. If a non-scheduled server reset takes place all players within a scene are required to go back to that location and finish RP'ing their scene out. If you need to spawn at a garage to get a specific vehicle out to complete the scene do so and try and let the other individuals taking part in that scene know. This would be one of the only scenarios where typing something in Discord in General Chat would be acceptable about gameplay.

32. Targeting Emergency Services

Directly targeting Emergency Services with little to no reason should be avoided. Having a reason to try and avoid arrest could be a valid reason to resist arrest for example. Unjustifiable actions committed against Emergency Services can result in disciplinary action.

33. Torture RP

While Torture RP is allowed it must be done within reason and the victim must be allowed to continue to RP after the scenario with all body parts still functional and intact if they so choose to do so. They can keep any deformities left from the RP if they wish. SEXUAL ACTS ARE NOT ALLOWED. (If you did not consent or withdraw consent and the action continues, then open a ticket)

34. Camping Illicit Areas

Camping illicit spots: Intentionally sitting on high traffic areas that lead to illicit spots (drug areas, job areas, money washing, etc.) is not allowed for the reasons of robbing individuals. Cops are also not allowed to camp drug areas for the sole purpose of making a traffic stop and busting the subject leaving the drug area. Officers are allowed to conduct surveillance to help build a bigger case.

Gang RP
Blood in/Blood out

Gang membership follows the "blood in/blood out rule. Entering a gang fully exposes the member to the gang's rules and processes. Member characters can be forced perm death, depending on the leader, once approved by administration. Members may be allowed to leave on good terms determined by the remaining gang members; however, if the character is found to violate the terms of release, forced perm death rules may apply.

Forced Perm Death Authorization Process

A ticket should be opened by the highest member of the gang requesting perm death authorization. NO INFORMATION SHOULD BE PROVIDED UNTIL MODERATION HAS BEEN REMOVED AND ADMINISTRATION HAS BEEN TAGGED, the member must request this upon opening the ticket. Once this has occurred, a thorough explanation of the cause and method of death should be written in the ticket. The admin team will discuss as soon as possible, and the approval will be granted by the Lead Admin or higher.

False Flag Operations

Civilians and rival gang members who execute actions with the clear intent of conducting a false flag operation are subject to perm death once approved by administration. The authorization must be approved through the normal Forced Perm Death Authorization Process.

Neutral Zones

All neutral zones are dissolved (except federally protected areas) and can only be established between gangs through RP with the exception of the Vanilla Unicorn and vehicle sales locations.

Safe Passage

safe passage to critical in-game assets must be allowed if no other alternative to that asset exists in the city. The use of vehicle sales locations must not be hindered.
Operational Alliance

An alliance between gangs to operate with mutual benefit (example: gangs work together to take down banks, commit robberies, and serve as backup to one another. Each gang is allowed ONE operational alliance.

Operation Agreement

An agreement between gangs that are not directly mutually beneficial. This includes freedom of movement in another gang's territory and the ability for a gang to operate within another gang's territory with stipulations. Gangs can have as many operational agreements as they would like; however, agreements that lead to operations that appear to be mutually beneficial will lead to discipline (i.e. two gangs working as one).

Disrespect and Consequences

Simple disrespect outside of either gang's territory SHOULD NOT lead to an escalation higher than disrespect (trash-talk). Intentional disrespect inside of another gang's territory can lead to punishment from the home gang to include death.

General Gang Rules
Gangs are whitelisted in TARP. The TARP staff has limited the number of gangs in the city to eight. In order for you to be a gang on TARP, the leader must first apply (when applications are open) and be accepted. The gang application must have a backstory. How did you all meet? What kind of crime are you into? Where do you want to claim your turf and why? What is the gang's name? Colors?

All new gangs will be under a 15-day probationary period where they will only receive 2 strikes before disbandment. While under the 15-day probation, new gangs are allowed to do all gang-related activities except gang wars.

A minimum of 3 members must be present and active to start a gang.

Gangs are required to maintain at least 3 active members after being whitelisted, if activity drops below the required amount, gangs will receive a warning to increase activity within a 15-day period. If the activity does not improve after 15 days, the gang will be disbanded with the option to reapply in 30 days with increased activity/more members.

You may only have ONE gang character; this is to prevent any meta-gaming between rival gangs.

Gangs can only have one other gang alliance at any time.

Gangs are limited to 15 members max.

Gangs are still expected to follow all TARP server rules. This includes LEO interactions. Any criminal action in or outside of the gang turf must still adhere to all the TARP General Rules.

Gang members are NOT allowed to do house robberies on their own turf.

Each gang leader is expected to make sure that their gang members are following server rules.

Gang leaders should only be recruiting trustworthy people, and as such, they are the gang leaders' responsibility.

Gang territories that are currently occupied and controlled by a gang (drug spots, hideouts, etc.) will be exempt from the camping illicit spots rule if a gang controls the territory and is operating out of the area. Gangs that control the territory are allowed to chase out any unwanted persons from the territory and are allowed to protect their territory from rival gangs. Civilians are not exempt from this rule and if they are caught within gang territory by the gang that controls the area they are subject to taxes, threats, or whatever else the gang in the area is doing.


Due to past events from gang-related actions, TARP staff decided to implement a discipline system.

1. The first gang strike will be a warning that will allow the Gang to make adjustments.
2. After 2 strikes, the Gang will be placed on suspension (see the section below).
3. After 3 strikes the Gang will risk being disbanded or incurring other punishments.
4. Gang Strikes will be removed after 30 days but if gangs are repeating the same behavior strikes may not be removed.

Suspension Notes

While we reserve the right to suspend and/or disband your gang if deemed necessary, following the guidelines above a gang may be placed on suspension.

1. During this suspension time, your gang is no longer allowed to affiliate with one another on a gang level for a duration of typically 2 weeks (also subject to a shorter or longer time as determined by the team).

2. No gang activity of any kind. This includes, but is not limited to, going into enemy turfs, selling drugs as a gang or retaliating as a gang.

3. No gang colors or representation. Color entails vehicles and clothing and/or face masks. Representation entails gang signs or yelling/tweeting your gang name in any context.


Every gang must have a roster. This roster will need to be sent to the RP staff. It is the responsibility of the leader(s) to make sure it is kept up to date. A gang must have a minimum of 1 leader and a VP. All rosters must include member names in the city as well as discord names. The roster will need to be updated every 30 days. The roster will need to be completed on a google sheet and the link will need to be entered into a ticket so the RP staff can have the roster on record.

Gang War Mechanics

Gang Wars must follow a natural evolution of roleplay. Shallow roleplay may be seen as RDM and thus disciplinary action could follow. Gang leaders can request for peace; however, peace can come at a cost.

Gang War Rules

Something crucial within RP must happen between the two parties in order for a war to happen. A poor reason behind a war can lead to admin intervention.

- In most cases the request for peace should be accepted unless there is a very good reason to push for more war.

- Both sides may introduce allies to join in the war.

- If allies are brought in it can only be one other gang not multiple members from other gangs.

- Gangs can only be in one war at a time. A two-week waiting period must be waited before the initiating can declare war on the same gang again.

- Gangs must conduct gang wars in their respective colors. Anyone not in Gang colors must either leave and not come back during the scene, or surrender. If they participate in the violence in any way, it will be seen as injecting into the Gang War scene and can be fired upon.

- If vehicles bearing the color of an attacking/retaliating gang enter a gang turf, it can be pressed and escalated to violence. Do not automatically open fire unless it is very clear that they are there to do violence.

Law Enforcement/ EMS during a Gang War

All Initiation rules and Violence Escalation apply for both gangs and cops. Violence should be the final step when interacting with cops that inject into a Gang War in progress. Law enforcement will be trained to not shoot on sight, the same rules must be followed by the gangs as well.

- LEO/EMS will not be required to continually go into a gang area where shootouts are constant.

- EMS will not be a gang's personal revive bot. Should your character be injured or go down in a gang-on-gang situation, EMS will not come on the scene until the end of the RP. If the RP is in a red zone (trap houses, drug processing, etc.), EMS will not respond.

Gang Colors

Gang colors are to be treated as a distinct and clear way to identify your gang. A gang is not required to wear their colors at all times; however, gang members must wear their colors when planning interaction with another gang in which not wearing colors would add an advantage via surprise.

There is currently no limit to the number of members allowed in a gang v gang interaction; however, if this rule or lack thereof is abused and scenes are not reasonable, this rule will be revisited.

Gangs cannot dictate the color of cars to any player. Gangs can REASONABLY roleplay with people inside their territory that consistently frequent the area wearing the home gang's colors.


This is first and foremost a roleplay server. It is not your personal gang server and it is not GTA online. If you are warring with someone, you should have a good RP reason to do so. If you do not agree with this, there are plenty of other servers out there that will cater to your play style. All the rules depicted here are subject to change based on the effect these rules have on the overall health of the server. You know the risks when you sign up, you're free game, all the time, any time, whether or not police are online or not. Innocent people not affiliated with groups or a part of situations are exempt from this rule however and must agree to situations if no police are on. RP MUST be involved if not currently at war with another gang no matter what!
